Justin Stuehrenberg is a results-driven transit executive with over a decade of leadership in public transportation, financial management, and major infrastructure projects. As General Manager of Metro Transit in Madison, WI, he oversees one of the top 60 U.S. transit systems, managing over 10 million annual boardings and spearheading transformative initiatives that enhance service levels and sustainability.


Under Justin’s leadership, Metro Transit has:

          • Delivered the $195 million East-West Bus Rapid Transit (BRT) project.
          • Integrated 62 electric buses, achieving a 1/3rd electric fleet.
          • Completed a comprehensive network redesign in June 2023.
          • Opened a second operations facility in September 2024.
          • Implemented a modern fare collection system to improve customer experience.

Previously, Justin led the development of Indianapolis’ Marion County Transit Plan, including the Red Line, the nation’s first all-electric BRT system, and the scoping and design phases for the Purple Line (opened 2024) and Blue Line (now under construction). He has secured over $450 million in federal funding, developed innovative financing mechanisms, and managed over 30 large-scale projects valued at nearly $500 million.


A licensed Professional Engineer, Justin combines technical expertise, financial acumen, and a passion for transit that comes as a regular user. He is committed to advancing equitable, efficient, and accessible transit solutions that benefit riders and communities alike.

How to Engage

JS Transit Advisors LLC is structured to meet standard contract requirements of most agencies, including compliance with federal procurement rules and insurance requirements.  We  specialize in small hourly on-call contracts under the FTA's micro (<$10k) or small (<$150k) purchase requirements, to ensure that we can quickly respond to your needs.


This consulting work on the side of Justin's existing position at Madison Metro so availability is limited.
